Abstract:
For 15 years, the UNCF Special Programs Corporation (UNCFSP) has successfully led and managed the Institute for International Public Policy (IIPP). UNCFSP is the only national organization with the broad mandate of serving all Minority Serving Institutions (MSIs) and underrepresented populations to build institutional capacity and advance the educational and career goals of students and faculty. UNCFSP brings staff expertise, long-term partners, proven budget strategies, and an expansive network of universities, government and corporate entities, professional organizations, and other organizations at home and abroad to ensure continued performance.

UNCFSP’s consortium partners have worked together for 15 years, with each partner bringing the resources and relationships necessary to maintain IIPP’s financial strength and ensure future success. The partners include: Spelman College (five years), the University of Maryland (15 years), Middlebury College Language Schools (11 years), the Association of Professional Schools of International Affairs (15 years), the University of Denver (five years), and the University of Memphis (seven years).

UNCFSP will continue to offer an integrated, outcomes-driven IIPP model that includes study abroad, fellowships for graduate study, internships, and intensive academic programs, such as institutes or intensive language training. UNCFSP will allocate resources to support new Fellows and those currently at various points within the program. As Fellows advance through the components, proposed innovations will facilitate retention, completion of graduate school within six years of IIPP acceptance, and entry into international service careers. Innovations will also increase mentoring, networking, and career development, including increased financial support from vested partners. Other newly proposed elements include capacity-building to create new and leverage existing resources for Minority Serving Institutions (MSIs). These innovations will coordinate access to Less Commonly Taught Languages (LCTLs) and area studies activities focused on curriculum development, grant funding, and identification of other resources.

Targeted “objective clusters” will be monitored and externally evaluated to ensure that UNCFSP achieves the IIPP purpose and goal:
• Objective Cluster One, focused on recruitment and retention, will ensure that underrepresented students gain the credentials necessary to enter the International Affairs workforce by measuring resource allocation, the number of Fellows completing components and entering graduate school, ongoing support provided to Fellows, and benefits gained.
• Objective Cluster Two, focused on career placement, will ensure that Fellows enter the government and international service workforce by measuring the Fellows’ proficiency levels for each component, the number of Fellows completing advanced degrees within six years of IIPP entry, and the number of Fellows entering international service careers.
• Objective Cluster Three, focused on MSI capacity-building strategies, will ensure that MSIs develop and implement coursework and programs in LCTLs and area studies by measuring participation in new “faculty tracks” at the IIPP summer institutes, grant and institutional mentorship opportunities, and curriculum development. New products and programs will be developed and widely disseminated as a result of these initiatives.

The retention rate of 89.2% demonstrates a high return on program investment. UNCFSP has recruited and trained 317 high-quality IIPP Fellows. With a new award, we will add at least 125 more Fellows by the year 2014, bringing the total of diverse internationalists produced to 442.
