Thank you for visiting the U.S. Department of Education’s International Resource Information System (IRIS) website and reviewing our privacy policy. We collect only the information you 1) choose to provide via Contact Us forms, or 2) the information required to administer grants. We do not give, share, sell, or transfer any personal information to a third party.
One of the core administrative activities of the U.S. Department of Education’s (ED) office of International and Foreign Language Education (IFLE) is to award continuation grants under the fourteen discretionary programs cited in this information collection.
Our capacity to conduct this activity is contingent upon the availability of information that grant recipients submit in annual performance reports. The Education Department General Administrative Regulations (EDGAR) stipulates that a recipient that wants to receive a continuation award shall submit a performance report that provides the most current performance and financial expenditure information. The IRIS system provides grantee institutions with a centralized repository for inputting their performance report data and narrative information.
There are several additional legal or administrative requirements that make this collection necessary, including the program reporting and evaluation requirements in the Department of Education’s Visual Performance Suite (VPS) and the Government Performance and Results Act (GPRA) of 1993.
VPS is the Department’s strategic planning performance data collection system. IRIS gathers and maintains the information that program managers use to help them align program operations level with the Department’s overall strategic goals and objectives. The VPS contains the performance and efficiency measures for each of the 14 programs as well as the results of each measure, if available at this time.
The GPRA requires all federal agencies to develop annual performance plans for their programs, in which the agencies specify the outcomes to be achieved, the indicators of success, and strategies to be followed to accomplish the plan. GPRA further requires the submission of an annual performance report to Congress.
If you are a visitor to the unlogged-in public part of the website, we collect no personal information about you unless you choose to provide that information to us via a contact email. We do not give, share, sell, or transfer any personal information to a third party.
If you are a grantee who logs into the website to fulfill your reporting responsibilities, we collect your name and email address, and, in some cases, details of the grant performance information. Most grant performance information is accessible on the public section of the IRIS website.
If you want to know more about how we record non-personal information about your visit or how we use information that you voluntarily submit, read on.
If you visit the website, the operating and/or analytics system will automatically record some general information about your visit.
We use this information for statistical analysis and to help us make our site more useful to visitors. This tracking system does not record information about individuals.

It is a powerful, invaluable metric because it's the only measure that accurately calculates how many individual users visited IRIS.ed.gov in a given time.
